Funky behavior in a new blog

Description

A pal of mine sent this bug report about a blog she created: there's no Appearance submenu in her Dashboard. She adds: "if I click on My Blogs, it says I have 0 blogs but if I log onto http://salalmnewsletter.commons.gc.cuny.edu/wp-admin/ I get what you see on the screen shot so it must exist." She sent a screenshot as well (attached here) and it looks like her blog has some sort of weird partial Dashboard.

Hi Maura. This is related to a known problem we've been experiencing related to WP blogs turning their Administrators into Subscribers. I've corrected the roles for this particular blog, but we haven't yet located the root problem, so please let me know if it happens again. In the meantime, you can watch http://redmine.gc.cuny.edu/issues/show/234 for developments on the larger problem.
