- Groups that do not have Campus and Primary Purpose filled in will see the template_notice
- Visible only to group administrators
- It will be possible to dismiss the notice

This is implemented in https://github.com/cuny-academic-commons/cac/commit/37902663ce317ed1ec628f09b2ed0c11df9f55f5. Note that it only checks for Campus and Purpose, because the other fields are not required for all groups. The message appears for group admins only on the group home (not on subpages), and it disappears either when dismissed or when Campus and Purpose have both been filled in.
