This is a free theme designed to go with the Atomic Blocks plugin.

I don't have a technical problem with the theme, but I'm unsure about the strategy. We have been trying over the years to decrease the number of available themes, offering quality instead of quantity, and only adding new ones when they fill a gap in our existing themes. This theme seems like it can do interesting things because of its close connection to its sister plugin, but the plugin connection also potentially limits the breadth of the potential audience. I'm okay adding or not adding it - it doesn't matter too much in this particular instance, and I'd lean toward yes since a user requested it specifically - but we should probably have a broader principle about when and whether to add new themes along these lines.

For the time being, I'd like to suggest that we install the theme and make it available only on those sites where it's been specifically requested, rather than network-enabling (which may cause confusion and clutter). Scott, could you please reach out to the reporter to let them know that we'll need to have the URL of site(s) where the theme should be made available?
