These sound very similar. Perhaps the second one should be removed?

Sorry for the delay here. They are indeed very similar in functionality. But there are some differences: category-sticky-post only affects post order when looking at a category archive and tag-sticky-post only when looking at a tag archive. These distinctions are hardcoded into the plugin. I agree that it doesn't make sense for there to be two different plugins for this purpose - it would be easy to modify one of the plugins to do both tasks. But these are not plugins that we maintain, and I don't want us to adopt them. Furthermore, I don't want to manage a migration routine for users who are currently using one of these plugins, in the case when we have to move all users to the other plugin.

As such, while I very much agree with the spirit of decluttering, I don't think it's worth the effort to remove these near-dupes.
