I think that the functionality of this plug-in is already native to Wordpress:

Thanks for your patience as I found time to review this. The plugin appears to do a few things that WP doesn't do natively (like sticky support in category archives). But it also appears not to work fully, and it's definitely no longer maintained. See https://wordpress.org/plugins/wp-sticky/, https://wordpress.org/plugins/wp-sticky/#reviews. As such, I've decided to keep it on the Commons for sites where it's already active but hide it from being activated on other sites. https://github.com/cuny-academic-commons/cac/commit/f38eb15501bf2930eac4aa07557ede526c89f4e6
