The specific theme linked is quite old, not having been updated in 7+ years. See https://github.com/alliswell/Less

On the wordpress.org plugin repository, I see a theme that appears to be a refresh of Less https://wordpress.org/themes/less-reloaded/ Could you have the user look at this theme to see if it's similar enough to warrant inclusion?
