Description

We have two processes on the Commons that are very similar in nature:

1. Populating a new site from the corresponding Site Template
2. Populating a new site from a clone source

We should explore combining the two processes. First step will be to outline the ways in which the two processes differ, both at the code level and at the functional level.

Looks like we won't have time for this improvement during the current release cycle, but I think it's worth pursuing down the road.
