Previously (#12702) we removed the Create interface for Social Papers from the front-end UI.

However, because Social Papers are a WP CPT, and because the create capability is granted to any logged-in user, users who visit commons.gc.cuny.edu/wp-admin can still see a 'Papers' area with 'Add New'. This should be removed.

I discovered this in conjunction with some recent spam issues - see eg #16165. There's a sense in which this Papers section has been a useful honeypot. Still, I think we should shut it down in order to reduce legitimate confusion.
