This widget is meant to provide a widget that shows a feed from the "sitewide tags" blog, which is supposed to aggregate content from all over the network. So I think it's designed to be globally available. But it's so old and I'm pretty sure the tags blog doesn't work, so I've deprecated this plugin in https://github.com/cuny-academic-commons/cac/commit/ab484dc7898e3373ecbf2ddcd0491c92ed33fbd6
