Sorry, I got the name of the plugin wrong. Instead of "Classic Menu Block" I meant "Classic Menu in Navigation Block." (see #19993) - https://wordpress.org/plugins/classic-menu-in-navigation-block/ - This is the one I tested. It adds back the Menu option under appearance and allows you to edit Classic Menus. It was last updated 3 weeks ago and written By WebMan Design, Oliver Juhas.
