It looks like zipped folders are not an allowable file type in Commons site media libraries. Is there a way to create a link to download a zipped folder from a site page? We need visitors to be able to download a collection of teaching materials in one go.

You can create a link to a zip or any other file by simply creating a link using WP's tools. But the zip file will have to be hosted elsewhere. Dropbox or Google Drive might be good options.

She replies - "Ah, that's a good idea, but we're trying to avoid the link rot over time issue, which is that when files don't live natively in the WP site, things move over time and then the site links break down. Is there an alternative way?"

If by "alternative way" you mean a way to automatically build a zip file containing a bunch of files uploaded to a page or a WP site, then unfortunately not. They may make plugins that do this, but they're likely to be resource-intensive in a way that's not doable on a large site like the Commons.
