openLibrary tag issue - for next week's release

Description
When I created a new file upload, I filled in all the necessary fields and then added a new tag, but the tag was not generated. See attached.

Thanks for the screenshot, Scott. What I believe happened is this: The tag interface is meant to allow you to enter text, and then hit Enter to stage a new tag. You didn't hit Enter but instead just submitted, so the app didn't think that you'd tried to create a new tag. I've addressed this as follows: when you tab or mouse out of the Tag box and there's raw text in that box, the system assumes that you meant to create a tag. This is ready to test on cdev.

Thanks Boone. I tested the upload and the edit functionality and now the new tags are getting added.
