This plugin still works although it's been 11 years since last update. https://wordpress.org/plugins/text-expander/
It's pretty clunky if using the Block Editor. Here is documentation we have - https://help.commons.gc.cuny.edu/text-expander-plugin/
We have the Shortcodes Ultimate plugin that does the same thing, only better.
I would vote to deprecate.
