Where is "Groupblog Send To Group" functionality?

On the BMCC OpenLab, we have a plugin Boone made called OpenLab Groupblog Send To Group (=Block editor document panel to control whether new groupblog posts send BuddyPress group notifications).

Boone had told us that the Commons already had this functionality, but I don't see the option anywhere in the block editor when I create new posts, and I can't find a similarly named plugin. Where do we get this functionality on Commons sites?

Thanks for the link. It doesn't appear that the site textbasedtasks.commons.gc.cuny.edu is linked to a group. The 'Send to group' interface only appears the site is linked to a group.
