Description

When BP was upgraded to 1.9, it introduced a separate Notifications component. Because we hadn't done any UI review on the Notifications panel, I disabled it (but kept the component on, so it would continue to power the notification count dropdown in the toolbar). Marilyn noticed that my band-aid fix is not complete, because clicking on that dropdown count leads to a 404 notifications page.

I'll have a look at reenabling the Notifications panel.
