Description

When a group admin chooses to force-email the group with an announcement, check against the subscription list to make sure that any given user is not already subscribed to get the message.

It turns out that it's not really needed, because the group announcements for some reason don't trigger emails anyway in the regular notification system. However, I did include a note in the code that will remind me later if I need to change this: https://github.com/castiron/cac/commit/92062e109ec80b513ae172ef2da0f6da8d5c56a7
