As per our discussion at today's in-person meeting:
The addition of the Zendesk-based persistent help item in the top bar of the site (see Issue #3660) will make the current Help item in the Commons navigation redundant. Please remove Help from it's current locations in the navigation when the Zendesk-based Help is added to the site.
