I'm moving my personal site to another host with my own WordPress multi site installation, so I'd like to unpark the domain plhebert.com from my Commons site plhebert.commons.cuny.edu.

Done. https://plhebert.commons.gc.cuny.edu can now be accessed at that URL. I've left the passive mapping in place, so that it'll continue to resolve if you point http://plhebert.com at the Commons site until your new site is ready (though it appears you've already made the DNS changes).
