The full versions are 6 characters long and have a decimal point (e.g. "24.0101" is the code for Liberal Arts). The 2-digit versions are the CIP "family." For example, the family code "11" refers to "Computer and Information Sciences and Support Services" and the more specific code "11.0803" refers to the title "Computer Graphics". The graduation and retention rates produced by the PTC will never quite match those published on OIRA's <a class="wiki_link_ext" href="http://www.cuny.edu/about/administration/offices/ira/ir.html" rel="nofollow">website</a>. <br>

To understand these codes (especially headcount), it is necessary to know how the data in HISTORY_FACTS are structured. A record in HISTORY_FACTS is defined by the unique combination of a student, college, and term. A student who went to BMCC for four semesters will have four records in HISTORY_FACTS. However, if a student takes classes in more than one college in a given semester, they will have more than one record for that term. These records are distinguished by headcount. <span style="line-height: 1.5;">Headcount is measured in each semester and indicates whether or not a record is for a student's "college of record." Headcount is either 1 or NULL. </span><br>

In order to create the published numbers, OIRA measures a cohort as the group of students who have a new student code of 1 for first-time freshman and 2 for transfer students. Enrollment numbers are the sum of headcounts in a term where new student code meets the criteria under study. This works well for published numbers, but there are a small number of cases where a student has multiple headcount = 1 records in a given semester (at different schools). In addition, there are cases where a student can have multiple records with the same new_student_code (in different terms). This might be less of an issue for transfer students but for first-time freshman, it is not ideal.The PTC deals with both of these issues in the process of extracting student records. <br>

When we extract the data for the PTC, we include a Rank Over command. <span style="line-height: 1.5;">This ranking attempts to identify the single term/college record for a student which is (1) earliest ,and (2) is taking the most credits, along with some tie-breakers if there still isn't a unique record. Note that all students in the PTC are first-time freshman in the term the PTC identifies as their first. </span><br>

This works well for the analytic purposes to which we put the PTC, but it means that we cannot always back into the published numbers for a couple of reasons related to the points above:<br>

Each time we extract the PTC, we compare its graduation and retention rates to those published online. While there are differences, the numbers in the PTC are reasonably close to the published numbers for all rates except the later institutional associate rates. That is, the 6- and 8-year associate graduation rates for students from the same CUNY college that they entered are off by more than our tolerance (1%). The biggest difference is slightly over 5%. The vast majority of rates are well under 1% different in the PTC from the published numbers.

For the majority of analyses, relative-scale, cumulative graduation measures are preferable. These measures indicate, at a given point of time relative to entry to college, whether or not a student has graduated at some point between entry and that point in time. That is, a four-year graduation measure will indicate if a student earned a degree within four years from graduation. For that same student, a six-year cumulative graduation measure will also completion in that time period, even though the time it took the student to graduate was shorter than six years.<br>

Relative-scale, cross sectional measures of graduation indicate whether or not a student graduated at a particular point in time relative to their point of entry to CUNY. Thus for a student who graduates in eight semesters, their value for graduating in semester eight will indicate completion but their value in semester twelve will not indicate completion. Each student in the PTC has a single record for their time at CUNY. This record contains up to 10 years worth of data. The tracking window starts with the earliest record in the IRDB (HISTORY_FACTS) starting in fall 1999.<br>

We choose the earliest record based on the first term in which the student was coded as a first-time freshman (NEW_STUDENT_CODE=1). If a student enrolls as a freshman in fall 2003 and has a later freshman record (for a variety of reasons) in 2011, they will be put into the fall 2003 entering cohort.<br>

Enrollment by semester includes 21 variables measuring whether or not a student was enrolled at a CUNY institution up to 10 years from entry. These variables take the form <tt>enrolled_sem<em>xx</em></tt> where the xx is a two-digit number ranging from 01 to 21. These.variables either have a value of 0 or 1, zero indicating the the student was not enrolled in that semester and 1 indicating that the student was enrolled. Note that this variable does not distinguish between students who are not enrolled because they have already completed their degree and those who are not enrolled prior to completing a degree.<br>

System retention variables measure retention outcomes regardless of where the student is in the system.Institutional retention variables measure retention conditional on the student's outcome being at the same institution as their home institution.<br>

The Policy Tracking Cohort (PTC) is a longitudinal data set designed to allow <a href="https://cuny-ptc.commons.gc.cuny.edu/research-using-ptc/">researchers </a>to conduct advanced statistical analyses on a series of undergraduate cohorts. It is limited to degree-seeking, first-time freshman undergraduate CUNY students.<br>

It comprises a series of Stata-formatted data sets divided into roughly two-year chunks in order to keep the file size to a reasonable limit. It is typically shared in text file format. The first cohort consists of those who entered in fall 1999.
