Hi Boone,
Lately, when I click on a link from an email notification, I briefly (for a second or two) see an error message that says "This Site Can't be Reached." The page then resolves to a CAC link and the page loads normally.
I've been trying to capture a screenshot, but it happens just quickly enough that I've been unable to.
I'm not sure how/whether you can reproduce, but perhaps you can try? I do have the Chrome extension HTTPS Everywhere active in case that might make a difference

Also, just FYI, I just visited NYCDH.org and experienced the same thing, which tells me that this may have something to do with the GC's server configuration.

also, this only happens when I am visiting one of these sites after not having been to them for some time. When I go to the site a few minutes later, I dont' see the same warning. when I go an hour or so later, I do.

Oh, and underneath "this site can't be reached," it says "check the proxy and firewall." and I just experienced it on Redmine, too

It sounds like a DNS issue, perhaps related to the Graduate Center. See https://productforums.google.com/forum/#!topic/chrome/sv0YttC20cU
The suggestion in that thread is that you disable the QUIC feature in Chrome. See https://www.bitdefender.com/support/how-to-disable-quic-protocol-in-google-chrome-1669.html
