The database indicates that the 'Send to Group' box was unchecked at the time that the post was published. See screenshot for the interface in question. This would prevent the post from going out.
One possible scenario is that you unchecked the box when you were originally writing, perhaps because you were saving as a draft and didn't want the post to be publicized before it was finished, but then didn't re-check before publishing. Can you recall whether this or something like it happened? If so, it could suggest that we need better documentation here, perhaps a clearer indication that the notification will only be sent on publish.

Thanks for catching that, Boone. The box is unchecked by default on my editor-- is that true for all users on group-sites? Is there a place to change the default?
I am assuming something changed for me setting-wise when you decommissioned this account's superadmin access, because previous posts went out via email.

When you say "the box is unchecked by default on my editor", can you clarify? Go to Dashboard > Posts > Add New - is the box checked or not?
The intended behavior, after #11451, is: The 'Send to group' box is checked by default on new posts. It's only unchecked if you have previously saved a version of the post that had the box unchecked. The behavior is not linked to super admin status, or to any user-specific caps/settings.
Thinking this over, it's possible that you originally drafted the post prior to the 1.16 release last Tuesday, but only published it this morning. Is that possible? Since the logic worked differently prior to 1.16, the draft would've been created without the metadata in question, and as such the box would have been unchecked when loading this morning for the purposes of publishing.

I am positive that the box is unchecked by default when I go to write new posts, on both the TLC Group Blog and another that I checked (https://core2s17.commons.gc.cuny.edu/)

Gotcha. I wasn't doubting your certainty, just trying to clarify the "on my editor" part of the comment.
I tried with a handful of user accounts and was able to reproduce in certain cases where an auto-draft cookie was set. As a test, I made a change to the the logic to account for this. Could you have another test?
