On a cbox OL site at BMCC, our team installed the Tag Groups plugin, and it does the job fairly well. More info:

We are fully open to a way to accomplish this functionality that does not require installing a new plugin! Do you know of a way? Or if not, are you willing to consider installing the plugin, or another that has this option? I searched Commons plugins for other tag-related options, but did not see any.
