It looks like comments are disabled on a per-post basis. See https://lifewritng.commons.gc.cuny.edu/wp-admin/post.php?post=172&action=edit&classic-editor__forget. Under 'Discussion' in the sidebar, the checkbox for 'Allow comments' is unchecked. You can check it and save the changes in order to reenable commenting.
You can see the same settings on the Classic Editor by clicking the Screen Options tab near the upper-right and checking the 'Discussion' box. The Discussion options will appear underneath the post body.
My tests suggest that the checkbox is checked by default, and recent posts do have the toggle turned on. See eg https://lifewritng.commons.gc.cuny.edu/2022/09/06/eves-hollywood-reflections/#comments. So I suspect that the author may be unchecking the box as part of the publishing process. If Jason or another site author can confirm that this is not the case, please provide me with detailed steps to reproduce and I can take a further look.
