Since #13455, we use a different system for domain mapping. It used to be that wordpress-mu-domain-mapping was force-activated everywhere (and thus hidden from the list) but this changed after it was no longer needed. See https://github.com/cuny-academic-commons/cac/commit/3b79f576e30fc33266dfb01df5919fdac7b4c2f6.

Ray, just to be absolutely certain: We can remove this plugin from the codebase now, right?

Yes, it should be safe to remove WPMU Domain Mapping. It hasn't been active on production for quite some time. We actually should have deprecated the plugin when we replaced it with Mercator.
