Description

Hi Boone -- I'm moving this over from our email conversation. Thank you for putting up a site notification regarding server issues. I wanted to note that I saw it only after I logged in. I was thinking we should probably show it to non-logged-in users, as well. Is that possible? and if so, what do you think about showing it to such users?

Our existing cac-announcements tool only supports the display of notices to logged-in users. This is because they have a 'dismiss' feature, which depends on the presence of a WP user.

The alternative is to hardcode a message, or to modify the plugin. I don't have the bandwidth to handle either of these within the next 12-18 hours.
