Hi Raffi, we currently restrict write access to the /wp-content/ directory from plugins.

As for what Jetpack Boost's Page Cache feature needs to operate, including write access to the /wp-content/boost-cache/ directory, it also requires various configuration files and internal WordPress changes in order to work: https://jetpack.com/support/jetpack-boost/troubleshooting-caching-issues/ . We are currently not accepting static page caching plugins on the Commons because of how they might interact with our stack. Perhaps I can bring this up the next time the dev team is meeting.
