Could we have Jetpack Boost back now that #23259 has been resolved? Or, would that bring back the problem?

It could bring back a problem, namely that the plugin tries to modify wp-config.php in a way that's unacceptable. See https://redmine.gc.cuny.edu/issues/23273#note-3. As that ticket is still open, I'm going to close this ticket in favor of that one.
