Unfortunately, this technique is not going to work. The URLs used for downloading media items on non-public sites are not persistent. That is, they expire after a few minutes. This is part of the privacy/security mechanism. When you link to a media item in the content area of a post, we do some realtime filtering that "fixes" the URLs. But we don't (and, for all intents and purposes, can't) do so when you create a link in a nav menu like you have in the screenshot. My best recommendation is to create a page called Syllabus, which would contain a link to download the syllabus; then, your menu item should link to the page, rather than directly to the download.

She replies "Just to clariy, I am not liking media items (like videos) I am linking items that are already in the media library. One is a word document (lab template) and the other (sylalbus) is a PDF. The PDF is linked through the menu, with a custom button. I had this same set up for the last 2 years I taught the course with no problems. "

By "media" I mean any uploaded file. This includes PDFs.

It's possible that this configuration worked on our previous server setup, and it's likely that it would work on a public site. But it will not work with our current setup and a non-public site. If it's not possible to make the site public, then the workaround described above is the best I can offer.
