Large file uploads in WP being indiscriminately blocked

Description

A user reports (and I confirmed on a test blog) that file uploads in WP beyond a certain size (around 500KB?) are hanging, and attempted uploads beyond about 10MB report that "upload_max_filesize in php.ini is 50MB".

Text of report: "I am either getting a message that the files are too big (depending on which error message I get, I'm either told that the limit is 5000 kilobytes or 50 megabytes, which are not equivalent sizes). My largest file is 23 megabites. The smallest file I have is under 5 megabytes, but before it's done uploading, I get a message that says "http error." "

These are pretty big files, and I'm not sure that we can or should host files of that size at least until we have our more powerful servers online. Are there any alternatives out there (temp file hosts that can be linked to?). I use sendspace to send big files, but the links last only a few weeks. Perhaps these docs can be uploaded to scribbd and embedded? let's think about some alternatives here.

I am wary of pointing people to third-party services for this sort of thing for a couple reasons. 1) This particular user is attempting to share material that might not be properly licensed for wide distribution, and third-party file sharing solutions are often quite open. 2) Sharing documents is one of the primary reasons for the existence of this group and it feels funny to outsource it. 3) Too complicated. 4) 5MB does not seem unreasonably large at all. André will be a far better judge than I am on this last point, though.

I will look around at some of the third-party sharing webapps out there to see what their terms look like. Please do the same.

I believe the most recent WP upgrade may have changed needed file upload parameters, because I've had other users (non-commoners) report problems with file uploads...
Can we confirm this is a server issue?

Just to follow up on this ticket: I took two steps to respond to the user who had the problem. First, I increased the WP file upload size a little bit. Second, I encouraged her to upload very large files (one of her PDFs was about 30MB, I think) to a third party storage service that could then be linked to from the group blog.

This particular complaint has been settled, so I'm closing the ticket. When we move to the new server, the dev team should have a discussion about how to handle file upload limits, etc.
