Description
A member reports that when non-logged in users click on the links to notifications settings at the bottom of notification messages, the link 404s.

My tests show the following. Clicking on the notifications settings link in the email does not 404 but instead takes you to the login page (as it should). Clicking on the topic URL, on the other hand, DOES 404. This is an issue related to the way our permalink structure works and is difficult to fix. I have appended some text to the bbPress "topic not found" (/forums/topic.php) page that instructs users to log in and try again. Will go away with BP 1.1.
