I just received the following automatic notification about CDev; maybe any vulnerabilities don't matter because the site is password protected?

cdev is not a particular concern, but the Commons will get upgraded to 4.0.1 today. I will hijack this ticket for that purpose.

I'll roll this out to cdev at some point when it makes sense, but as you note, cdev is behind a password and so is not vulnerable to the XSS vulnerabilities that 4.0.1 is primarily intended to protect against.
