Description

Something's funky with paper <title> elements. I assume it has something to with the ancientness of our bp-nelo theme. On my local installation, the title element is actually empty. On cdev, it contains "[Paper Title] |" - with nothing after the pipe.

Ray, can you put something in place that will serve as at least a minimal fix for 1.9?
