Don't show Papers tab in group if the group has no associated papers

Description

I don't think it's useful to have the tab there if it shows nothing. The primary path for creating new papers is generally not through groups anyway.

If there are no objections, I'll make the change so that the nav item only appears if the group has associated papers.

I agree... for now.

In the future, I think we should make the Papers tab available at all times in groups (even when no papers are yet associated with that group). I believe two things need to be worked out before we're prepared for that though:
  1. We (I) need to design the layout/content for that tab in groups and make sure to determine what its empty-state looks like.
  2. There needs to be the ability for papers to be auto-associated with a group if 'Create Paper' is clicked within a group setting, so that a user does not have to remember to attach it to that group.

Noting that our group interface will be reevaluated as part of our next release, I'd argue for keeping it there but setting the page for a group without papers to be an invitation to create a paper.

Here's why:

Say you are in a group and you want to create a paper and share it with the group. It would make sense, in that case, to begin from the group interface rather than going out to the general papers hub, creating a paper, and then associating it with a group.

I see this as a way of publicizing the existence of papers IF we can design the empty state well to give a brief overview of SP and invite people to get started.

I am a little bit wary of using the (very heavily used) interface to urge people toward a brand-new, beta tool.

In either case, it sounds like we're in general agreement that the current state of things - where a basically blank tab is shown to paperless groups - is not good. I'll remove it for 1.9.1 and we can reintroduce when a more beautiful landing page has been designed.

Sam, can you please work on a design for that group landing page for Papers? I don't think it has to be too complicated. And I would love to see it go up sooner rather than later. Thank you.
