Description
I think that discussion forums should be enabled by default in groups. Do we even have any existing groups where admins have chosen not to have forums?

Only 55 out of 983 groups on the Commons do not have forums enabled.
I'd suggest not only enabling group forums by default, but removing the Forums step/checkbox from the group creation process. Anyone who doesn't want a group forum can turn it off after group creation is complete. Does that work for you?
