closedHelptest dashboard category filter doesn't always work

Description
When I am working on all pages of the Helptest site (same behavior occurs on the production Help Site), there is an option to filter the list of pages by Category. I select a Category (e.g. Group Member Help) often (though not always--Group Administrator Help seems to work), the filter turns up "no pages" when I click the Filter button. Site Plugins works, but Site Themes returns no pages. Site Design and Functionality--the "parent" category of the Themes and Plugins-- works too.
