It appears that the Search Everything plugin is interfering with the query being run on the page in question. When it sees the 's' parameter in https://helptest.commons.gc.cuny.edu/wp-admin/edit.php?s&post_status=all&post_type=page&action=-1&m=0&cat=6&seo_filter&filter_action=Filter&paged=1&action2=-1 (just after edit.php?), it hijacks the search; but it doesn't behave properly when the search term is empty, as it is in this case. The reason it's working for you sometimes is that, if you try filtering again from one of these empty pages, there's no search field on the page, so that the 's' parameter is not set and Search Everything doesn't interfere.

This is very similar to the issue described in #7893. A wordpress.org support ticket already exists for the issue: https://wordpress.org/support/topic/empty-search-not-working/

For the time being, as a workaround, you can remove 's&' in URL queries like the one described above. Since this doesn't affect sites on the front-end, I'd like to avoid sinking more time into it at the moment. Does that seem OK to you?
