Description
I know that we usually encourage members to use export/import to migrate from external sites to the Commons. I asked Fred Meyer (working on GCEP site) to try this on a test site. He is concerned that this method may not fully import all the theme setups, custom post types, etc. If he is not happy with the import/export - is there another migration process available? I wasn't sure if we allow DB migrations. He has a fully functional test site.

This is largely a policy question. Imports and exports that don't go through the normal WP workflow are technically possible, but are very labor-intensive on my end, so we discourage them strongly. The details of this differ depending on the situation. For example, complex themes sometimes have their own import/export tools for theme-specific settings, and we encourage the use of those tools.
As a general rule, I think it's prudent - and not too onerous - to ask users to attempt the built-in tools (WordPress's, plus any that come with plugins and themes) first, to see how well it goes. If a handful of settings are not moved over, it's generally advisable to move them over manually (reentering in the Dashboard, etc). In cases where this fails or is not feasible, we can talk about next possible steps.
I've cced Matt here in case he has any additional thoughts.
I think that is an eminently reasonable approach.
