I've fixed this (for real this time) in https://github.com/cuny-academic-commons/cac-onboarding/commit/faa5510880538dec14caf065d2446f3afd4dfbfb. The modal is no longer triggered by clicks in the Network Admin. If you're in the Network Admin and you want to use the modal, you'll need to leave the Network Admin to do so.
This will be live after today's release.
