closedBlog post notification emails are not formatted

Description
A few months back, I reported that the emails sent to the CETLS group when I publish a new post in the attached blog were being stripped of images and formatting such as links and bold text. This issue was fixed and for a few months, the email notifications were formatted. When I published a new post today, I discovered that this issue has returned: https://screencast.com/t/DONyrrrqhWrt. I no longer have the most recent emails that were formatted correctly, but here is one from March 13: https://screencast.com/t/DE3LnUewoxo3 (this one did not have an image or section headers, but did have links).

Gina, do you know off-hand the ticket number of the previous report? I see https://redmine.gc.cuny.edu/issues/11079 from Tom - is that it?
Ray, you mentioned in https://redmine.gc.cuny.edu/issues/11079 that you were going to create a PR for BPGES, but I don't see it. Do you recall whether this ever happened?

Re-applied the fix in https://github.com/cuny-academic-commons/cac/commit/c4959e1b12ad1f01fcd6d426a20ac10b24bfeaa9.
This will be available in the 1.15 release scheduled for the second week of May.
Boone, let me know if I should apply this as a hotfix if we want this in sooner.
