Private group calendar iCal URLs should be accessible without logging in

Description

Currently, when you try to fetch a group calendar iCal URL like:
https://commons.gc.cuny.edu/groups/PRIVATE-GROUP/events/SOME-LONG-HASH/ical/

It will ask you to login.

This shouldn't happen as calendar apps like Google Calendar will need the iCal URL to be publicly accessible without logging in.

Found the problem. Had to manually allow public access to our special private group iCalendar URL and then force the download to happen.

Fixed in https://github.com/cuny-academic-commons/cac/commit/6e7b7b92a0685996f7dbcf479726988b5e005cbd

Boone, I've updated the ACTION_REQUIRED wiki page because the bp-event-organiser submodule will need to be updated.
