organizing PDF on a site?

The UFSBAC site will have a lot of PDF documents in the media gallery (for example - auxiliary corporation and college foundation tax returns) and I want to organize them to be searchable for the campus faculty leaders.

My default solution is to organize them into menu hierarchies and display the menus in sidebars.

However, ideally I would like to be able to categorize and/or tag them and then let the FGLs search by year, campus and type of document. I could do this if the documents were posts, but I think I need a specialized plug-in to do this with PDF files in the media gallery.

Do you or the DEV team had any advice on this?

I tried treating them like photos in an image gallery plug-in but could not make it work.
