I checked the Cavalcade queued jobs to see if there were multiple jobs of our group email blast job as in #13429:

wp cavalcade jobs --status=waiting --limit=500 --hook=bp_ges_check

Our GES log confirms that two emails were sent for that forum post due to the duplicate job:

To fix this, I removed the second job. This doesn't explain why you received three copies though. Will look a bit further.
