The commentpress-modern theme was active on the site, and it appears that the commentpress-modern theme causes fatal errors when the commentpress-core plugin is not also active. I'll open a separate ticket to discuss a path forward with this. In the meantime, I've switched the active theme on the site to twentysixteen and it's now loading.
