Before referring her to the form, I asked for more info. She replied:
"Thank you for your response. I am working as a designer on the Core Books at CUNY is 36-month Teagle Foundation sponsored project that originated at Hostos Community College and is now extended to three other CUNY campuses: The Borough of Manhattan Community College, LaGuardia Community College, and New York City College of Technology. It started as a collaboration between Columbia College and Hostos Community College with the goal of embedding core texts and the issues they raise from the Columbia Core Curriculum into selected required courses at CUNY. This faculty professional development initiative aims to engage students in key humanistic questions while strengthening their reading and writing skills and bolstering student performance related to course learning objectives. At the heart of this initiative is the recognition of the value of a community of practice among faculty and among students as we create opportunities to think, to learn, and to question together.
The reason I would like to use that theme is that it is a true starter theme, supports all popular WordPress plugins, and offers consistent compatibility with Elementor. It is also lighter than most themes, with almost no styling and scripts. I have had good success in building websites with just the Hello theme and Elementor and find I run into very few issues using this pair of tools. The site I plan on building is the one below and it would be much faster for me to build from scratch then to try and modify a current theme.

I'm adding Matt to this ticket. Do we have a policy about sites that are not going to remining managed by someone with a CUNY affiliation? Do we really not have anything comparable, "a true starter theme"?

Seems OK to add these things. Elementor Pro is a paid product, so we would need to follow the guidelines at https://dev.commons.gc.cuny.edu/hosting-partner-handbook/. Specifically, the user needs to purchase the plugin and then pass the files to me.
I assume that the requested theme is https://wordpress.org/themes/hello-elementor/. If so, it's fine to add.
