Increase size limits for forum attachments

Description
Our size limits are pretty low, and George reported a problem uploading a pdf. Any way we can increase the limits a bit?

I've upped the size limit to 10MB, which should be more than enough for almost all uses. Unfortunately, the program is not set up very well to reject files that are too big - I tried a 14MB file, and it uploaded 10MB worth of the file before stopping and not even throwing an error. But I doubt that many people will experience the problem. I'll make a note to develop a better error report.
