The site is back up as of 10:05am EDT, though my initial indications were that there was a database issue. Continuing to investigate.

I've sent an info request to Lihua. Site continues to be up and running normally.

A follow-up from IT suggests that this was linked to a change in mysql backup procedures at the GC. As such, I don't think that any further steps are necessary on the Commons end.
