Yes, I've tried [toc], however, there is no argument for specifying the levels. Specifically, the level limit is set to 3 globally, but for a particular page, I want it set at 2. Unfortunately, I couldn't figure out a way to do this with the levels (it works with other configuration variables, interestingly). What happens is that on the page with only two levels, even though I use the shortcode, no TOC appears. The plug-in is good at not rendering tables of contents (using [no_toc]) but not so great at rendering them in special cases.

Is this something I should perhaps bring up with the developer?

If the TOC+ shortcode is missing some options and is not adequate enough, let us know.

Yes, that is indeed the case. There is no option for level limits for the shortcode.
