Refining the OER Tag : Remove OER tag option from Creation Process

Hi All,
I have been noticing a lot of people adding the OER tag to new, empty sites and then leaving the sites blank or private and not building them out. This is flooding the directory with "oer tagged site that are empty, and some are even private.
I think the OER tag would function best if it can only be toggled in the site settings, and if possible - only available on public sites. This way, users have to create the site (and presumably add content) before visiting the settings to toggle the tag.
I think adding the tag option in the creation process before sites have content is not the best application of the feature, admittedly an oversight of mine and not thinking through when the best moment might be for adding this tag.
I also think we want to think through refining this tag a bit more in conjunction with refining the creative commons licensing tools in use across the commons, which I will write up in another ticket.

Removing from the creation process seems like a fine step to me.
When do we want to do this? It's technically straightforward and could easily be done for a maintenance release. If it's cluttering up the tag filter in the directory, perhaps it's worth doing sooner rather than later, to avoid more irrelevant results.
Changing so that only public sites/groups can select OER is more complicated and I think we should (a) handle it in a separate ticket, and (b) wait for a future release. Laurie, perhaps you could open a separate ticket for discussing it.

Thanks for this feedback.
I would support removing the OER tag from creation phase ASAP so we don't continue to see new/blank sites tagged as OER.
I will open a ticket to discuss further possibilities oer tag including tagging only public sites as OER - to be released sometime in the future.
