Jeff Allred writes "Why has the Twenty Eleven theme been removed as a theme option? It's very useful for teaching, even if it's dated-looking, for its foregrounding of the author's name and the comments and its easy lateral navigation from post to post when giving feedback.
I've got it running on this site, (https://engl784spr23.commons.gc.cuny.edu) for example, which I duped from an earlier site, but I can't select it on this one (https://engl306spr23s3.commons.gc.cuny.edu/) , which was new this term"

See #13755. I've copied Matt and Scott here for input.
Three possible strategies:
a. Say "sorry but we have decided to deprecate"
b. Enable the theme on request, on a per-site basis
c. Re-enable the theme for everyone
Choice b seems like a reasonable compromise, but I'm happy to go with what others think.

I thought we were going to go with B but write to Jeff to explain why this theme isn't ideal to use anymore (lack of responsiveness) and to suggest some alternatives? I thought that Scott was going to write to him

I wrote to him on Saturday - "It is a very old theme that is not "responsive" (which means it doesn't work well on phones). However, we are willing to enable it for you if you'd like. Please let us know. "

He just replied "I'll keep rolling with what I've got. Hadn't realized that 2011 performed poorly on phones."
