I must have unwittingly adjusted the settings yesterday when I made it possible for users to comment on their own tickets. At any rate, the problem is now fixed.

For the record, newly registered users are automatically assigned the role of "non-members" (as opposed to manager, developer, or reporter). In the admin panel, settings can be adjusted for each role under Administration > Roles and Permissions > [name of role]
