I noticed yesterday that activating Elementor made it so that I could not scroll down on my sites (when in "live" mode) and it changed the layout. If I deactivate Elementor, it's fine. I have the same problem with all of my sites, regardless of theme and other plugins. The Elementor help site notes that there was a recent, common issue in which the site layout seemed broken and suggested that updating to version 3.16.0 would help.
For reference, this is the site: https://oersuccesses.commons.gc.cuny.edu/ It seems to work fine on mobile, but not on desktop.

Adding Mike as a watcher here. Mike, can you share details on how to reproduce? I'm visiting https://oersuccesses.commons.gc.cuny.edu/ and I'm able to scroll down the page. Perhaps a screencast of your problem?

I think this might be the same thing as https://redmine.gc.cuny.edu/issues/18206#note-42 . I just pushed a hotfix for this less than an hour ago, so that might explain why the issue is fixed now.
